Do1ogan. No it wasn't, Jamber would do 10% of what he promised at hicom meetings then give up on them and blame the hicom. Jamber leading Sleet Clan was practically stalemate, it didnt go anywhere. He didn't bring anything new to the table, just recycling Destiny's tech and saying its new. He lost majority of his hicom which stood by his side for a long time until he double-crossed all of em. He isn't a Leader, he is a "developer".
