Defense

Section I: As Commander in Chief of the National Guard, the Governor shall be able to declare Martial Law or State of Emergency as he/she deems necessary.
Section II: A State of Emergency allows for a lockdown of the state and it’s government operations. All non-essential services and departments shall be suspended, and the Governor shall decide which departments to suspend. The Department of Homeland Security shall have the ability to restrict the capitol, and the National Guard may be deployed upon the orders of the Governor. The Governor shall retain the ability to change what happens during a State of Emergency.
Section III: Martial Law allows for a complete lockdown and cease of all government operations. The National Guard shall be deployed, and shall replace all non-state law enforcement agencies. Citizen’s may be removed of their rights, as long is it does not take away their Human Rights such as Freedom of Speech, freedom of religion, etc. Citizens may be incarcerated for any reason by the National Guard. The Governor shall retain the ability to change what happens during a Martial Law.
Section IV: The National Guard shall be the primary defense department within the State of Rockfield.
