As of right now, safety chat only lets you talk to everybody in game, or nobody. Make it to where you can choose to talk to friends and/or followers in game as an option.

they have team and whisper chat

It is not the same, though. Might as well leave the safety chat off, because you can still hear everyone. This is for parents to keep their kids from talking to strangers.
