A RESOLUTION TO AMEND ARTICLE 1, SECTION 3 & ARTICLE 1, SECTION 2 TO
FILL VACANCIES IN CONGRESS
WHEREAS, Vacant seats in the House of Representatives are left empty until the Class’s next election cycle, this is inefficient; and
WHEREAS, It is undemocratic, without stricter guidelines, for the President to appoint Senators according to his/her preference; and now, therefore, be it
RESOLVED, By the United States Congress here assembled, that the following articles are proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution:
ARTICLE — 1, SECTION — 3, CLAUSE —2
The clause shall be amended;
“The President of the United States shall have vested within him the power to fill vacancies that are found within the Senate, by appointing members whose terms shall expire at the time of the next election designated to their assigned Class.
The President must receive the full consent of the Senate before appointing persons to fill vacant seats in the Senate.
A vote in the Senate on the appointee must pass with 2/3 on the affirmative for the Senate’s consent to count as valid.
(a) The vote shall be held via the system of forum voting, and must conclude after 12 hours.
“Appointee” is referring to a person appointed by the President of the United States to fill vacancies in the Senate.
“Member” is referred to as another word for ‘appointee’.
ARTICLE — 1, SECTION — 2, CLAUSE —2
The clause shall be amended;
“If vacancies occur in House of Representatives by resignation, expulsion, or any other form of retirement, from any Class or Classes, the vacant seats shall be added to a pre-scheduled House of Representatives election that is the closest by, regardless of the Class being put to run in the election. Vacant seats from either Class other than the one designated in the selected House of Representatives election shall be placed on the 13th, and onwards, available seats on the ballot, depending on a number of vacant seats in all the Classes of the House of Representatives.
