Stop banning people for being PG'ed

There's nothing wrong with PG'ing accounts. The old owners haven't logged in for years so PG'ing should be allowed.

Except when they PG old accounts so they can swear and put extreme vile language on the forums. The problem with that is you can still get IP banned even if they use other accounts.
