WELL ACS which stands for account creation suspension should only be given to users who are raiding the subforums or filter bypassing multiple times well the main reason for this is that IP bans and account deletions have no effect on these users and when they get ip banned they eventually bypass it and when there alt account which they used to violate any rules just get terminated and they don't learn there lessons. You pretty much defeated your entire statement. VPNs can log into Roblox from different IPs, and the IP ban wouldn't affect that IP (unless you somehow got that IP banned).

But this isn't an ip ban this is a ban which locks users on there terminated account and doesn't let them to logout of it and if they try to access these ACS'ed accounts from another ip than they'll have an account creation suspension.
