Allow People To Join Abandoned Join Req Groups?

Several times I've seen an abandoned group with a handful of funds that I'd enjoy. I'd join the group and take over ownership, but then I see the "Join Pending" button of doom. I'd write a large 2-3 paragraph thing about this, but I'm feeling lazy today. What if someone wanted to take over "The Roblox Marines" because they wanted that name?
