TCD/Edeltia almost ALWAYS have atleast some people patrolling their city, I don't see WIJ being able to do such a thing.

well thats because youre blind and possibly ignorant
every clan can patrol their fort 24/7 if they wanted to
why would they want to wait and do nothing when people can just keep a tab on the fort and then come when theres a raid

Most clans wouldn't even by able to patrol due to inactivity problems.
And you'd always be able to go to Edeltia to have fun with friends by shooting down Edeltians etc.
