TL;DR - You need to do more research, simply put.
I mean, ROBLOX's moderation system if anything has gradually begun to improve in terms of inappropriate content and hackers/exploiters. If you look back at earlier years, inappropriate and clickbaited games were miles more common than they are today. If you see a large amount of hacking in a ROBLOX game (particularly a classic one), then that is not ROBLOX's fault. It is up to the developer of the game to patch these exploits.
Additionally, it isn't ROBLOX's fault that limited items are so expensive. That is the community's fault. Limited items are items that were once offsale, but put back onsale for BC users to sell them at their own price. Naturally, the item will start at a fair price, and if things continue at a steady pace, the price will gradually raise. At the same time, the price can fall. It works like an economy.
As for the supposed "lazy moderators and admins," those mods and admins do NOT make up the entire moderation team. While they are streaming ROBLOX gameplay, other mods and admins are hard at work making sure ROBLOX is kept a safe place for everybody. Also, when these mods and admins AREN'T streaming, and somebody else takes their place, they are working on improving ROBLOX. Finally, ROBLOX knows that these staff members are streaming. They are asking them to do it, if anything.
And no, we do NOT need to bring Shedletsky back. Even if we wanted to, he chose to leave ROBLOX on his own. Additionally, he was known for implementing rather questionable updates that were very controversial. You may be thinking of Erik Cassel, the one that everybody praised. He passed in 2013##### ###n#####which people considered the downfall of ROBLOX (which I heavily disagree with).
In conclusion, no! ROBLOX does not need to be shut down for a month to get an overhaul. It is constantly improving, and if you checked on their blog, they are coming up with great things that'll especially help game developers. Also, your ideas in terms of the catalog can damage the economy.
