I don't think that's a good idea because there is groups that have #### + members, they would loose all their members if there was a limit.

As a group leader, I know what this would do, in fact you don't need to be a leader to see what this could do, you just need some intelligence which you lack, corruption is not about size, and never will be, take VAK for example. This would ruin clans and would not benefit them in any way but make them lack the required staff and popularity to make them live.
