Attend a single OA event, or be noticed by an individual of authority during a patrol.

Stage [1] to [2] -- Discipline
Be recognized as an active individual, attending training often and generally dedicating yourself to the group. HRs will be watching how you obey orders, and how you respect fellow OA soldiers on duty.

Not only do you exhibit excellent activity within the empire, you're a role model to other OA member a You're disciplined enough to evoke the use of proper grammar while on duty, and you always obey orders as instructed by a leader or HRs. You also are knowledgeable on basic RCL combat.

You demonstrate superior knowledge and combat skill than other OA member, prompting your promotion. Not only do you demonstrate excellent leadership qualities on patrol, but you apply them to your division tasks.
It is an your kindness to become an OA member. It is a granted privilege that can and will be removed if you're unworthy.
