Partly. It doesn't take over a year to do what they've done, and their development is a bit of a mess. IIRC one of their project leaders said they had no scripter at one point and were having a really rough time.
Lots of key people left the project and apparently Vaktus isn't the best at managing it.
The right way to have done RoVerse would have been to release a minimum viable product (MVP) a month or at least a few months into development. It would've been functional while development was ongoing.
The newsletters and such talk about what you'll be able to do - not what is released right now.
Projects which spend more time talking about what they're doing than doing it usually fail, particularly on Roblox.

several factors, I'll list them from most important to least:
-not original. people got bored of it
-people from that time grew up and either left or wanted new things (see above)
-inactivity of people from that time
-the sheer amount of war clans
-other types of groups such as clothing and cafes (kinda relating to the first one)

The community decided that winning wars should be priority for war clans. As a result, smaller groups were preferred over larger ones as limited server spaces rendered big numbers and mass recruitment obsolete. To gain a competitive edge, leaders sought out to recruit small quantities of the best and most experienced players rather than attract new people in bulk. This resulted in war clans blocking themselves off to ROBLOX's primary player demographics [kids 9-13], an ageing population [where the average person in clans went from roughly about 13 to now ~18] and an inflow deficit of newcomers joining the community. |

The second problem that explains why they haven't revived themselves is because clan leaders have no idea how game development and monetization works. If they knew how to attract people into their places, how to create profit systems that would allow them to reinvest earnings to bring larger sums of people in regularly, then they would fare no worse than groups such as The Robine, Edeltia, etc. While the process can get incredibly sophisticated when it comes to the very top earning games, to get a product as successful as those of the aforementioned clans you only need to have a rudimentary understanding of how it works. |
