Just curious if anyone else uses this meaningfully. Does it serve to a particular end, such as data storage? How does it differ from JSON encoding?

I just use it for my custom filter. I use it to detect and block emojis.

UTF-8 is a (somewhat limited) unicode standard used for showing special characters, as opposed to ascii they're more data to store (that is, when using characters not in ascii, ascii characters are backwards compatible). JSON by default uses ascii as far as I'm aware.
