Look at the place's name: "Build-A-Castle-And-Have-a-War," having a war is part of the game in both Roblox and specifically in that place. The other person may not hear you, (he could be on SuperSafeChat) or just want to fight. Neither of which is against the rules. The "Rude or mean behavior" option should be removed and replaced with more specific buttons (and a misc. button), because (and I'm not talking about the thread creator here - no offense is meant in any of this) some people use it as a "Anything I don't like" option.
