This is really short and I can't see why someone would comment poor on it. This is for people who make re-textures for there games, and just plain common sense. If the decal isn't on Public Domain, then it can only be viewed by the owner.

yes but there are still ways around it. take the official textures for instance, just copy the item id and paste it into any decal url
