i think u use to be able to publish yer hats to catalog...but now only admins can..like roblox (used by all admins) telemon, clockwork

You 2 are just 08er's (no offence) but I remember clearly, and I've swarmed the news alot looking for stuff like that. Only admins could ever make hats. THATS FINAL! Now, stop bumping this.
