So there would be no confusion between he or she. "Eso es lo que dijo" could be either: That's what he said. That's what she said. That's what you said. (Formal) That's what it said. So, to avoid confusion, "ella" is put at the end. :)

Still it's more correct to say "Eso es lo que ella dijo" if you're talking about a boy and a girl, if you're talking about 2 girls then it's better to say "Eso es lo que dijo".
