How about this, just have Roblox introduce community hat making competitions, best hat goes through a testing process to see if it causes lag or any other issue. If it's all g, the hat gets accepted into the marketplace. Every 65-75% of each sale 's profits goes to Roblox, while the rest goes to the original maker.
