Taking a camp will secure maybe one or two Government weapons. Hit Supply Depots for the jackpot. If the Government takes a Refugee Camp, morale and manpower will be severely reduced.
Camp Types-
Guardpost - Basic camp.
Armory - Usually a factory repurposed to produce ammunition and basic weaponry.
Watchpost - Usually situated on high buildings, watches for enemy movements.
Supply Depot - Government only. A special factory designed to produce rare weaponry. Churns out Government weapons. When captured by Civilians, is re-purposed into a Refugee Camp. Awards several crates of Government weaponry when taken.
Refugee Camp - Civilian only. People left homeless by the rebellion and fighting on the streets. Good source of manpower. When captured by Government, is re-purposed into a Supply Depot. Awards extra troops when taken. |

Supply Depots and Refugee Camps will be heavily guarded, so it is next to impossible to assault either without serious firepower. |

You would need to do a string of actions that "proves your loyalty" to the Government cause. |

Probably not. But if you say, did some special favor for a high-ranking Government official, I'm sure he could persuade the Government quartermaster to "lose" some supplies. |

Now, focus on things like planes and Boats. Civilians might have a Bi-Plane (Used for Farming purposes) that could easily be converted to a Bomber. or fishing boats, grab a Rifle and your boat is now an attack boat. |
