Tell people that are IN the program to try to convince the people not in it that they're body will get used to it if they give it a week.
And if they can pick out they're own armor, i dont see why some of those people didnt join.

Oh good. I dont even need to satsify that 2 percent.
Alright, heres a new thing, slowly increase the amount of training. For example, if one day they do 100 jumping jacks, make it 101 the next day. Slowly increase it until they reach the strongest, fastest, and most elite they could possibly be. But increase it VERY slowly so thats its almost unnoticeable.

Well, if its true, or not, to show our power. Threaten that if we find their spies on our land again. They will be killed. And if they want THESE spies back (Which i assume we captured since we know they're spying) They have to pay 20 rubies and 5 diamonds each. If they don't accept, we have plans for them.

Ok..well since we didn't capture the spies, DONT make that offer. I said that for if we DID capture. Cause i dont understand how if we didn't, we know who's spying on us.

Ah. Then two things.
1.Increase training in counter sies and standard spies.
2.Confront them about the spying, ask what they're spies were doing in our territory, in a suspicious, yet friendly tone.

Alright, before the elves come, just say one thing to those nations. "We have looked at your history, and we will agree to an alliance. HOWEVER, If it leads to you going to war with orcs or anyone over petty hate, and not a real reason, such as being raided or stolen from, then we shall not take part." I said.
