This would be a good idea, the svg's would take up much less room on roblox's servers, leaving more room for other things and there would be increased quality, the only problems would be that noobs won't know how to use programs like Inkscape and also the svg's may be hard for moderation if someone draws something really tiny that's crude or inappropriate.

"wouldn't it take a while to search the whole svg? " -- Not really. There are many ways to fix that problem. One of them is the "Scale to Fit" option, where it will scale every pixel to fit the screen - that's probably the easiest.
