i think where you usually report for rude or mean behavior, it should go over exactly what it means by extreme because of when this happens,
say im playing survival 404, and someone comes on my island, and i kill him.
n00b: Omg why did you just kill me?I'm going to report you!

n00b: But this is extreme, your not letting me play on your island
and n00b reports me, that makes me look like the bad guy, and it makes more work for an admin. which means less update time. Now if there was a list of stuff extreme and not extreme:
NOT EXTREME:
teamkilling
spawnkilling
randomkilling
EXTREME:
bullying
killing you over and over
taunting you
etc. etc.
thus it goes more like this
n00b: OMG why did you kill me? i'm going to report you
