New reporting system

A new way of reporting! When someone does something against the rules in a place, they often leave straight after so no-one can report them. I think that their names should stay on the reportable* list thing for 5 minutes, so you have a chance to report them. *Where you press the report button and the list comes up.

Well yew can still go to their page and press the "Report Abuse" button on their page. Thats what I did when JaredValdez cussed at meh!
