I don`t understand the new build mode PLEASE HELP

Hey guys and gals how do i get that bar on the top of the screen to resize bricks, publish models, anchor bricks, and so on, in the current build mode. Haven`t been on in a while, and i don`t know how to get up that bar, or didi they delete it?
