Eh, even if we didn't he wouldn't be successful. Even ex-Generals have hosted Rebellion (Beworking) There has been MASSIVE rebellion such as RAA or The Brother Hood. Not to mention the VS Exploiters.

@Killer, VAK doesn't exploit. If a Vaktovian is exploiting report it to a General. It isn't allowed unlike in VS where your leader supports it.
