I think it's the coastal New Yorkers, and New Englanders. Since there will be very high tides, and they are going to get the Eastern Wall of the storm.

But most of it will still be slowed down considering its expected to hit florida and the coastline up. Besides, I live upstate near the Hudson, not near the Ocean. If any part of NY is hit hard, I'd see it being Rhode Island, because, ya know, they an island.
