I think that if your friend got banned you should get a message. I don't know when he will get out of bannment or if it is a perma ban. So for everyone who has lost a friend they should get the message. ~(his name whas Umadho)

I think it should only apply to your Best Friends, And you only get the message from a regular friend if their account got deleted.
