You should be able to shout to certain ranks like if I want a HR meeting for my group I don't want a bunch of lower ranks coming, I should be able to shout to rank 6+ or something. Or even message all the same ranks in a group. One or the other both are basically the same thing.

By rank 6+ i mean when I shout only rank 6+ see it.

1. They won't all join it, 2. They don;t look at it a lot.
