Wrong Forum, but Paint.net is good if you are starting out drawing, but don't want to advanced stuff. Gimp allows you to use a path tool, VERY useful if you know how to use it. However, Gimp is much more advanced. I recommend Gimp if you know how to draw average, but if you do suck at drawing on the computer, use Paint.net. It is MUCH more simple.

Paint.Net. I saw my friend use Gimp, and it doesnt look as good. (Now, I never used Gimp before.) Not to mention, but Paint.net is EASY to ues, still has things that can be useful, & has EFFECTS. And also - wrong forum take this into OT
