The Suggestion's Page is sometimes posted with Hat and Gear ideas, and although that is all nice and all they rarely will ever go to those ideas because Roblox does not know what it'll look like. The Workshop is for the next step forward, which is making the mesh of the Hat or Gear. If Roblox finds it nice enough and the community seems to like the hat or gear they will put a green stamp of approval and it will be considered for it to be added to the Catalog. "What happens if my Hat or Gear is accepted into Roblox?" You will be given a copy of the Gear or Hat and it will be given a toggleable Sparkle effect that lets people know that you created that gear or hat. "How do I get Roblox to notice a Hat or Gear I created?" The best part is that YOU get a part to decide what gets created. A green thumbs up button will be pressable that will give it a thumbs up. "I don't create Hats or Gears, this doesn't matter to me" Yes it does. You get to vote on Gears or Hats that you like. TL:DR: A workshop for posting custom Hats or Gears to be considered to be added to the Catalog by Roblox.

@mort I'm sure they could pull this off as it's user submitted content, anything that's copyrighted won't make it. It's the same way Roblox isn't getting sued from users copying textures right off of Roblox.
