My Honors German III class had this huge discussion on this yesterday. A ton of Americans feel that we should be learning Spanish (and not German), but we somehow changed the discussion to whether Latin is a real language or not. Of course, all of it was in German (As the class I am in will lead me to taking college-level German next year, my senior year).

"Not natively or for casual use." They don't have to be native speakers to be speakers, and it is used for a casual reason there; some people are restricted to only talking latin there.
