My suggestion is a new reportable offense, in which when someone spams or trolls, anybody who adds fuel to the fire will get warnings or bans depending on how badly they kept feeding the troll instead of reporting and ignoring.
Trolling isn't a very serious issue. It's those who fall into the trap and become engaged in the troll who unknowingly start the snowball effect of anger.
