All respect but I think only guests should get these hats. WHy? Well they are guests they might feel left out among the crowd not having epic hats so make them feel special by making only possible for guest to wear these hats.

I'm in between Guests only get these or they become for sale for tickets after that month, still not decided on what the final thing should be. I think as an Easter egg guest 1337 should always wear the well-worn hat. Probably won't happen but it would be cool if they did.

They did this with Guests for Halloween 2010. All the guests had a hat called Candy Corn Crown.

Guests don't get some every month, but their hats would change once every few months and now they won't change at all. "The candles are lit, the end is near!"

That would be fun if ROBLOX selected a random hat from the catalog (not limited, offsale) and put it on the guest when it went to a game. It would be different every time.
