No, unless the users script it, it always begins with %%.
It used to be %, but now the % will confusingly just remove itself, and it will not be in teamchat.
It's %%, for sure.

I remember way back playing MikeD's Ultimate Paintball and only having to use a single percent sign.
However, I did a quick test in my place and I did have to use two percent signs in order to make the team chat work. |

I did it at my own place and had no scripts or anything.
It might be that the person I tested it with wasn't very reliable, so I'll test again. |
