If you were to make a CFramed car, to make it realistic, and have it un-anchored...would it still be driveable?

It is when you insert a weld script: http://www.roblox.com/Auto-weld-Script-item?id=65731310 You would have to group together everything in the car except the wheels.

So, if I use CFrame on a car, the chassis/exterior, not the wheels...and add that weld script into the whole model, or every single part, except the wheels? I will be fine, right?

Have the script in the Model directory, not each part individually. Then you can group the wheels and group the two sections together for simplicity. Message Scacman1967 if you're still confused, he's very helpful and knows more about welds than anyone I know.

You need to have a welding script, or else the car would be stucked or be destroyed.

Anchor the car parts, CFrame them, group the car chassis, then insert the weld script (model), it will go into the workspace. Drag the weld script into the model of the car, it should be placed in the VehicleSeat. Add the wheels and group the entire car as a model. It should work.

I have done it on my buses check them out, I am going to make a car soon too. You have to weld everything apart from the wheels.
