I propose that we replace the prison with a McDonalds, the BoP don't even stay there and do their jobs, they go drive around and do the USCP's job, half the time there's no one at the prison, it is thus pointless. I am proposing that we either train the BoP/reform them. Or that we replace the prison with a McDonalds.
