The purpose of doing that is to get some kind of advantage over someone and to stir a reaction out of them, it should be an offense and a new rule. Plus, it's spam and irrelevant to the whole subject, and if it's an offense they are reporting, like a bad one such as swearing, they are also breaking a rule in the process. Reporting should be done passively, ever hear of "report it and move on"? Moving on does not require anything of adding a dumb comment, it means to 'move on'.

I usually tell them what they're doing wrong. I'm not doing it to be annoying, I'm warning them so they don't get banned in the future.

I comment "Reported" because they reply and ask why, I would describe the reasons and hope for the best they won't do an offense again.

I support your suggestion, as there is simply no reason to state that you reported somebody just to gain power over them or discourage someone who didn't know they did something wrong. They could let the moderators deal with the case and move on.
