I think anybody with BC (Builders Club) can make Hats! But they have to send a hat template to Roblox. If someone sends a inappropriate hat they should be Banned!

That would never happen. Hmm...... Maybe there would be a hat contest. Who ever has the greatest hat, gets the hat published and gets the hat. It has to be a valid hat also.

No support. If you want to make a hat re texture one and help Roblox publishes it other wise no since people would publish classics, rares, etc. for 1 Tix or something making it worthless.
