@senior, most games that have some sort of a group or alliance feature where players get together, will have a memo system, or at least most that I've played.
I've been talking about that general idea and variations for the last couple of years, since I became a high rank in a clan, and wanted a feature that I was used to when I lead alliances in other games...
Spamming to me, isn't a problem. And I'd prefer if the sender's name is included somewhere in the message, so people know who sent it, without needing the audit log to check. Limiting how many of these memos you can send, say 1 every ten minutes, would prevent spamming like groups walls have experienced in the past.
And of course, anyone who has a higher rank could probably demote anyone who sends them too often or for the wrong reasons. 1 message every 5 minutes sounds better to me, in the event that you need to correct a mistake. (Like having sent the wrong link). Moderation can be left up to the group itself, and if a member doesn't like how they handle the memo system, then s/he's allowed to leave at any time.
