You make an anchored brick by going to roblox studio (if you have it) open roblox studio, then you click edit on the place you want anchored bricks. On the stop of the screen you will see tons of icons like play and pause. Click the one that is an anchor click it on a brick you want, then boom, it should be anchored!

You can use the Weld instance, or make the brick use universal studs.

If you clip a brick into another brick, it is stuck regardless of whether its anchored or not.
