A character cap of 60 functions perfectly fine when we're only talking standard English letters. But, the reason ௌ and the like stretch the page is because they're extremely long, 4-5x as long as a normal letter. So, with the same amount of characters as: "Make a title length limit, not a character cap." You can get this: " ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ ௌ" Point made? If there was a certain length limit, then this wouldn't happen.

Unfortunately that's impossible to do. A computer doesn't really understand the idea of character's size, they just know character count.
