Then everyone would make their games 13+.
That isn't fair to the 13- users, not all of them are bad. Most of them just mind their own business and don't bother others. My brother has been to Sandbox when 13- users could see the 13+ chats, and a lot of people called him a noob and made fun of him since he couldn't talk, even though he did absolutely nothing to them.
