I'd have to lean to no-merge. FCO is more strict, with formations and such and meetings and training. There is a bit too much contrast between eachother.

Merge -- I believe it will be beneficial to both sides. Black ops(Covert ops) are controlled by the U.S. CIA extremely well, so I see the two groups doing the same. |

If you merge FCO and FiD, then where would the FCO trainings go? FCO trainings are strict, and you are disciplined to be good. If they merge, then trainings would go. |
