If someone is causing problems, blocking the individual would be an alternate solution to reporting site abuse to the administrators, and thus the individual would not be removed from the site for violating the TOS, then they are gone, and will not be causing such trouble again. Without the block, people are going to be more likely to report, and actually get things done, rather than ignoring the issue.

report does hardly anything anymore blocking would be a epic feature, it could stop the floods of spam (friend requests, flaming, attempted advertising [preachers] etc) that fill up your inbox +1K support :D
