Basically, some kind of block that can sustain light weights but larger weights will sink into it. The light weights will bob on the top according to the velocity they fell at and the larger weights will sink according to their weight. Great idea, and I have an addition: A toggle-able value called 'pours'. If it is checked, the block will take the shape of its container, but will not be able to sustain itself in midair. If it is unchecked, the block keeps its shape and can be placed in midair.

A fluid is a type of substance that has no shape, but can take the shape of it's container, if contained. Water is a TYPE of fluid.
