Game won't upload?

After an update for my game, I tried to upload it, but it keeps failing, and won't work on other systems as well. Does anyone know what's going on and how can I fix this?

Click the UAC Prompt and agree to the TOC.

UAC is not enabled on my computer, and it's not asking me to agree to terms of service. It's telling me "Error: Upload failed. Please try publishing again." every single time.

Don't listen to any of these blowhards who are telling you you are doing something wrong. This is Roblox's problem, and Roblox must fix it. Seriously, a hugely popular game in which building is central, and they make it so that we cannot BUILD.
