I played the game before and its enabled but I cant thumbs it up or down. Why

Well, it doesn't work on Safari. Try using a PC (if you aren't) and there will be a thumbs up and down which is enlarged next to the bar. Click one and Mr Majeka! You've got it.

I don't think it's cause of Safari, if you haven't visited that game yet, then you have to in order to rate it up, or down.
