It's free to play (most games unless they have game fees). That's what they mean. Most games these days aren't free at all. There is always some membership or VIP to help support the dev's. It's a sad fact of reality. The only game I have found that is completely free (besides hosted on free game websites) is Heaven and Hearth.

most games are free to an extent roblox its just a few perks changing the sites background, more cash being able to say "hey i actually have money" and other stuff. were as other games play for a while then " pay for the rest " and then the pay for nothing games generally arent that good.
