The rotation isn't very precise. It rotates 45 Degrees. What if I want to rotate it 9 degrees?

CFrame! NOT C-Frame! And the CFrame matrix is not that simple. For example, a 20 degree rotation in the X direction, a 40 degree rotation in the Y direction and 15 degree rotation in the Z direction is 0.586824059, -0.492403835, 0.642787576, 0.772434771, 0.578531861, -0.262002617, -0.242861941, 0.650260925, 0.719846308 and if you incorrectly input it, you will likely cause shearing.

Just click the little magnet to change the stud size, then click the rotate tool, you can rotate it how ever much you want.
