I'm having problems making game passes.

So at my game called Washington DC I currently have 5 active game passes and when I try making the 6th game pass it gives me an error saying the max is 6 game passes. I know the max is 6 but I only have 5 active game passes at Washington DC. I should be able to create the 6 one. Is this going to be fixed?
